Unable to create filters on the General Info tab

Hi, this is a rather simplistic question, but I am simply unable to create a filter (for future use) in the Known Hands Filter dialogue. Whatever I do including presing the 'create new filter' button does not yield any new filter in the 'existing filter' dialogue. What am I missing?
