Restoring on Vista

I'm trying to restore a database to a new laptop running Vista. I am already running it as administrator, so I don't believe that is the problem. Every time I try to restore a .backup file, it is looking for a pg_restore.exe file. How do I restore this database??

If it brings up a browse dialog box point it to C:\Program Files\Postgres\8.3\bin
