Error converting to PostgreSQL

I downloaded and installed PostgreSQL v 8.2.6-2. I selected convert database from the Utilities menu and went to settings, my port is 5432 , server is localhost, username postgres and ODBC was default and encoding UNICODE (although I tried both). When I selected my database and clicked start conversion it very briefly showed the progress bar and then gave me an error message that said something about localhost and TCP/IP and suggested either my password/username was wrong or there was something wrong with te ODBC or there was a third option. I did not know what to do but thought my password might have been too long (15 characters) since it more than filled the allowed space, so I tried to uninstall postgreSQL and start again but when asked to initialize database cluster it gave me an error message because there was data already there or something. It said I either I didn't need to initialize it or needed to create a new database or something, I tried to continue without initializing and ended up with an error at the same stage at before. I tried fudging with the PostgreSQL setting and now when I try to select and ODBC entry to use it is blank. I imagine the best way to proceed would be to somehow erase everything I have done and start over but I can't even figure out how to do that. Suggestions?

Uninstall PostgreSQL. Then delete the c:\program files\postgresql\8.2\data folder and then reinstall it.

I Uninstalled postgresql and deleted the data folder but at the "Service configuration" stage I am still getting an "Account Error. Invalid username specified. Logon failure: unknown username or bad password". At this point I can enter my original password (15 characters) and continue or change the username. If I use my original password and install and then try to Start Conversion I get the error message below unless I set ODBC and ecoding to UNICODE, in which case it says "Error connecting to the hand history database: 0 - transaction already connected"
If instead I change the username at the service configuration stage I get the error message at the initialize database cluster stage and if I do not initialize database cluster and progress untill trying to Start Conversion using the new username/password I get the below error message. Thank you for you help.

Error connecting to default PostgreSQL database:

101 - SQLSTATE = 08001
could not connect to server: Connection refused (0x0000274d/10061)
is the server running on host "localhost" and accepting
TCP/IP connections on port 5432?

This could be because you have
1. entered the wrong username/password/server name/port
2. not started the PostgreSQL database server
3. not installed the postgreSQL ODBC driver

Ok I just redid everything in a slightly different order and was able to successfully initialize database cluser under the new username/password and it seems to be working. I will post again if I run into trouble, thanks again.
