Open PT and go to the Utilities > PostgreSQL Database Functions window.
Does it open without an error?
If so then I'm really stumped on why the other programs wont run.
What are the settings you have set on the Utilities > PostgreSQL Settings window in PT?

postgreSQl settings:
5432 localhost postgres ************* PostgreSQL Unicode UNICODE

What kind of firewall/anti-virus program are you using? I honestly don't know what else to tell you to try because I've never seen it where PT works without error yet you can't connect using pgAdmin or anything else.
Are you also using PokerAce? If so, does that work OK as well?

YES it works now.. thank you
this is what I have done
I reinstalledpostgres again. and then load the backup file and I know what I have forgotten last time.
I opened Maintain database names, the faulty database name (which is also the name of the new database) was active, and I dont add a new existing postgres database.
hard to explain for me. but it works now
