can someone give me a file txt for rating players ?

Open the Utilities > Auto-Rate Players window and click on the second tab, the rules tab. You can use the Default Rules button there.

I don't see how that's possible.

Doesn't it open a window and tell you it's going to overwrite any existing rules, etc, etc?
What happens when you click "YES". Doesn't it default the rules??

Does it or does it not prompt you when you click the Default Rules button that the existing rules will be overwritten???

What version of PT are you using?
Are you using Vista?
Are you letting PT change your regional settings to English/US at startup?

I have never seen anyone with this problem in 4 years.

yes it prompt me the rules will be overwritten but the space is still empty.
I have windows xp
its the version 2.17.01g
I don't let the setting change

You need to let PT change the regional settings.
Open the Utilities > Regional Settings window. Check the "Yes, always change my regional settings" box. Then save the changes, close PT and try it again.
