I'm just getting to understand the PT3 interface and custom reports.
It appears to me that custom reports is a way to simplify creation of Queries for my PT db.
Is there a way to use "actual SQL queries" instead of the form?

That's right.
Not at the moment, no. (that's not supposed to imply that it will be added - I don't know)

You can always use the pgAdmin tool for custom SQL queries.
