Is this on Windows XP? Go Start->Run, 'msconfig' OK.
Under the 'Boot' tab, select 'Safe boot' and 'Network'. Apply->OK.
Restart your computer and it will boot up into safe mode. Open 'My Computer' and browse to and delete your main PostgreSQL directory. Typically something like C:\\Program\\PostgreSQL
Boot back into Normal mode by repeating the above steps but this time unchecking 'Safe boot'.
Once back in safe mode, go Start->Run 'cmd' OK. Type 'net user postgres /delete'.
Then proceed with installing PostgreSQL. Make sure that you are logged into Windows under an administrators account.
