Did you uninstall PostgreSQL as well? If you did, make sure that your main Program Files/PostgreSQL directory is completely removed.
Also, go Start->Run, 'cmd' OK. Then type the following at the command prompt:
[codea21]net user postgres /delete[/codea21]
Then try reinstalling.
